Job Description: |
We are hiring on behalf of our valued client, the Ministry of Industries & Production (MoIP), for the position of Sectoral Expert – Large Scale Manufacturing (LSM). This strategic role will support national industrial transformation by modernizing the LSM sector, driving evidence-based policy, and promoting export-oriented competitiveness.
Required Qualifications and Experience:
- Master’s / M.Phil degree in Industrial Engineering, Mechanical/Electrical Engineering, Economics, Industrial Management, or a related field.
- Minimum 20 years of professional experience in the industrial/manufacturing sector, with a strong record in policy development, sectoral analysis, or large-scale manufacturing operations.
- Senior-level experience in public-sector industrial development bodies, international trade/industrial organizations, or private-sector manufacturing entities. Experience with multilateral institutions (e.g. ADB, World Bank, UNIDO) or bilateral industrial programs.
- Practical expertise in value chain analysis, productivity enhancement, industrial cluster development, and technology policy.
- Experience with multilateral institutions (e.g., UNIDO, ADB, World Bank) or bilateral industrial programs.Knowledge of Pakistan’s industrial ecosystem, challenges, and tax/tariff regimes; and awareness of successful models in emerging economies.
- Strong analytical, forecasting, and economic modeling skills as well as communication, negotiation, and coordination skills.
- Demonstrated ability to prepare high-level strategic documents and engage in complex stakeholder environments.
- Ability to work in multi-disciplinary, multicultural teams.
Job Description:
- Conduct a comprehensive diagnostic of Pakistan’s LSM sector, assessing production systems, competitiveness, export trends, and structural challenges across major sub-sectors.
- Analyze and refine existing industrial policies to align with international best practices and national priorities, recommending policy and regulatory reforms.
- Prepare long-term (5-year) and short-term (6–18 months) development roadmaps for LSM growth, aligned with Vision 2025.
- Liaise with multilateral institutions (UNIDO, ADB, World Bank, AIIB) to mobilize technical support, grants, and industrial upgrading projects.
- Recommend strategies to integrate SMEs into LSM value chains, including supplier development programs, skill-building initiatives, and digital adoption.
- Assist in the planning and development of SEZs and industrial parks with an emphasis on technology-intensive clusters, investor targeting, and one-window operational models.
- Advise on tariff rationalization, tax policy, import-export mechanisms, and incentives necessary to improve global competitiveness.
- Recommend initiatives for technology transfer, innovation systems, and Industry 4.0 integration in manufacturing processes.
- Conduct global benchmarking studies to identify actionable lessons from successful industrial economies.
- Support the development of policy instruments for productivity enhancement, sustainable manufacturing, and value-added exports.
- Guide the Ministry’s strategy for linking national production systems with global value chains, emphasizing high-potential sectors.
- Build monitoring and evaluation frameworks for sector performance, policy execution, and industrial transformation indicators.
- Prepare policy briefs, technical reports, strategy papers, and presentations for senior officers and stakeholders.
- Provide technical assistance and strategic guidance to relevant departments / SOEs of MoIP.
- Carry out any additional task assigned by the Minister or Secretary, MoIP.
