Job Description:

The PSW program involves re-engineering, simplification and automation of cross border trade related processes in dozens of Other Government Agencies (OGAS) which would gradually be joining PSW platform in different phases. This requires adoption of robust change management implementation mechanism within PSW Company to ensure that the stakeholders are enabled to smoothly and timely adopt the new system. The change management also includes consultations with the participating OGAs and Pakistan Customs on how best they could prepare to align themselves with the PSW environment. This includes training of their personnel on the new system. Furthermore, to create greater buy-in and widespread voluntary adoption among various stakeholders, the PSW needs to employ appropriate methods and techniques such as mass awareness campaigns, seminars, training and capacity building of relevant stakeholders etc.



  • to reach target audiences and ensure mass adoption of the services provided through PSW.

  • The objective is to put across messages carrying a rational appeal, illustrating the value, ease of use, quality and benefits of PSW services over the existing manual trade procedures.

  • Relevant stakeholders should be taken into confidence about the progress, planned services and outreach before major service deployments to generate public interest and awareness culminating in the voluntary adoption of the services.

  • A comprehensive approach to change management is necessary to guarantee successful implementation of the PSW system - ensuring that government institutions accept and adopt smoothly changes to their business processes resulting from implementation of the PSW system.

  • The objective is to ensure that all involved in the implementation understand and support the change effort.

  • In order for the PSW to effectively communicate with relevant stakeholders, highlight its achievements and plan future initiatives in a planned manner, it intends to hire the services of a Manager Change Management.

  • He/she will play a key role in the success of PSW initiatives involving changes to Customs and Other Government Authorities (OGAs) business processes, technologies, systems, job roles and organizational structures.

  • Working closely with the PSW Domain and Communication teams, he/she will be responsible for ensuring that the system is widely adopted by the internal and external PSW users and shall develop/implement change management implementation plan well before the system is rolled out.

  • The Manager Change Management will focus on the people and policy side of change and will be responsible for creating and implementing change management strategies and plans that guide change management activities, maximize stakeholder adoption and minimize resistance.

  • He/she will also support project teams in integrating change management activities into their project plans.

  • The Manager’s ultimate task is to develop and implement a Change Management Strategy for the project on a timely, continuous and sustainable basis.


He/She will have the following key responsibilities: -



  • In collaboration with the other relevant officials of the PSW Company, design, and implement a stakeholder engagement and change management strategy supported by an action plan to facilitate smooth implementation of the PSW projects;

  • Define Change Management Strategy and Plan that takes into account the scope of implementation, comprising

  • A Capacity Building Strategy and Plan (including training);

  • A Publicity/Communications Strategy and Plan;

  • Conduct impact analysis, assess change readiness and identify key stakeholders for regular and continuous engagement;

  • Prepare annual and bi-annual work plan/calendar identifying targeted audiences/stakeholders (PSW users/PSW staff, private stakeholders, Customs and OGAs, donors etc.), type, nature and format of activity (seminars/trainings/ webinars/tours/networking events), frequency, delivery methods, resource persons, and roles and responsibilities of the various team members and organize all logistics related to such events to increase the circle of participation within different sectors;

  • Design change management strategy and plan for the PSW based on standards such as Kotter’s model, ADKAR and similar best practices.

  • Support PSW Communications efforts by working closely with the communications specialist on design, development, delivery, and management of related components.

  • Support training efforts by providing input and document requirements for training and support the design and delivery of training programs.

  • Anticipate and act upon any additional change management related needs as and when they arise;

  • Develop and implement a program for stakeholders’ sensitization aimed at identifying, understanding and managing all resistances to the change in the implementation of PSW system;

  • Devise appropriate change management responses to such issues which may arise due to disruptive practices or other bottlenecks through required actions which may be in the form of communications, training support, encouragement to those who need it, or administrative steps.

  • Prepare a clear action plan with resource requirements and budgetary estimations;

  • Ensure the evaluation of stakeholder readiness for proposed projects and/or programs initiation to better manage stakeholder expectations and attitudes while tracking and reporting issues;

  • Design success metrics and monitor change progress, portfolio and change load;

  • Develop benefits realization assessment tools to evaluate success or adoption of outcomes of the change management programs and establish internal best practices.


Additional responsibilities may include:



  • Complete change management assessments;

  •  Identify and manage anticipated resistance;

  • Consult and coach project teams;

  • Integrate change management activities into project plan;

  • Evaluate and ensure user readiness;

  •  Manage stakeholders;

  • Track and report issues;

  • Collaborate with the relevant departments; and

  • Support change management at the organizational level.


The candidate should:



  • Possess a university degree in Strategic Management, Project Management, Change Management, Media Management, Information Management, Communications Management or equivalent;

  • Have high level of integrity, accountability, and punctuality and be willing to work beyond normal working hours;

  • Have excellent writing and analytical skills, strong interpersonal skills and the ability to build relationships with stakeholders, colleagues, senior management, and employees;

  • Possess experience and knowledge of change management principles, methodologies and tools;

  • Be familiar with project management approaches and software development lifecycle;

  • Possess a clear understanding of organizational issues and challenges.


The candidate must have:



  • At least 7-10 years of managerial experience in Program & Project Management/Strategic Management with at least five (5) years’ of demonstrated experience in Change Management and strategic planning processes for government agencies and/or programs in a relevant position.

  • Clear understanding and knowledge of trade related business processes and the changes related to technology, regulatory, legal and re-engineering.

  • Candidates having prior experience of trade related change management, business process mapping and analysis shall be given preference.

  • Previous experience of leading and implementing digital transformation initiatives in the public sector shall be considered an asset.

  • Excellent oral and written presentation skills with capacity to communicate effectively with different audiences

The applicant should:



  • Be willing and able to travel as needed; Be able to meet tight deadlines; and Effective in event planning and management.

  • Karachi, Pakistan, with occasional traveling to Islamabad and other major cities.

  • He will report to the CDO, PSW.

  • He/she will work in close coordination with the PSW development team, consultants/experts, PMO and the focal persons of the participating OGAs.

PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once.

PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments.

Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
